I created several materials in Substance Designer before such as the duct tape which ended up being uploaded to Substance Source when I was working at Adobe.
To create the object I used 3ds Max booleans and manual retopology in Maya. Then I was able to bake the high poly normals to a low poly in Substance Painter.
